EN 301 549
EN 301 549 is the European harmonised standard for ICT accessibility. It incorporates WCAG 2.1 by reference for web and mobile content and is the technical standard referenced by the EU EAA. Version 3.2.1 (2021) is the current applicable edition.

Who does EN 301 549 apply to?
Public sector bodies procuring ICT products and services in the EU (mandatory via the Web Accessibility Directive), and private companies falling under the EU EAA whose digital products must meet this standard.
Key requirements
- Web content must meet WCAG 2.1 Level AA (incorporated by reference in clause 9)
- Mobile applications must meet WCAG 2.1 Level AA (clause 11)
- Non-web documents such as PDFs must meet WCAG 2.1 Level AA equivalents (clause 10)
- Hardware and software must meet additional platform-specific criteria
- Two-way voice communication must support real-time text where offered
Enforcement and penalties
Penalties are applied at national level under the EU Web Accessibility Directive for public sector and the EU EAA for private sector. Non-compliance with EN 301 549 is treated as non-compliance with the underlying directive.
